2022 Finalized Golf Course and Tee Assignments 

Final Assignment set on May 4, 2022

***The 15-18 Divisions are Large so play will be on Two Courses with a cut after 36 holes.   Which ever course you are assigned to on Day 1 you will play the other course Day 2. The Top 50% of the field will make the cut to the final round that will be played at Desert Willow Firecliff for Boys 15-18 and Westin Rancho Mirage Resort for Girls 15-18. 

All others divisions will play the same course all 3 days and there is no cut.

Player Skill Level Agreement 

Please note this is a high skill level event.  Players attending should only do so with notice that if you are deemed not be at the required skill level of this event then you may be cut and withdrawn from the tournament without refund. 

What is required skill level?  Players should be consistently scoring in the 80's or lower on a regulation par 72 golf course from the appropriate yardages of your age group.

FCG Tour is sensitive to players having an off day which happens to everyone in golf however skill level and off days are notably different. All qualifiers or invited players must adhere to Skill Level Agreement.

Any player scoring 100 and over for 18 holes or (50 and over for 9 holes) during any rounds will be cut and removed from event and will not be allowed to participate in the rest of the event.

Boys & Girls 15-18 Division: Riding in shared carts together. No Caddies Allowed

Caddies mandatory for players for all players 14 and Under.  Caddies are not provided by FCG or golf courses.  Parents may caddie for their own child.

All players will be riding in golf carts.  Caddies are not allowed on the green to assist with putting for age groups 9-10, 11-12 & 13-14.  8 and under caddies allowed on the green.  Once players reach green caddies should stay near cart until player has putted out.

Official Notice to Caddies:

·          Acceptable pace of play is no more than 40 seconds for each player after. Pace of Play structure is on your scorecard. As a group you need to play quickly. Ready Golf is encouraged after Opening Tee Shot. 

·          Caddies are asked to help by keeping the pace of play moving. If your group falls out of position you will be subject to timing and penalties until you are back in position. See pace of play rules sheet.

·          There will be zero tolerance for poor attitudes by any caddie or player during play.  Please help your player be ready as soon as it is there turn to hit. 

ANY TALK ABOUT SHOTS MUST BE DONE BEFORE IT IS YOUR PLAYER’S TURN TO HIT.  ANY DELAY IN PLAY DUE TO OVER COACHING WILL NOT BE TOLERATED.  All caddies must stay in their cart or on the cart path when players reach the green.  All players are to putt without assistance from caddies.  Caddies not adhering to this rule player can be subject to penalty or disqualification.

 

Important USGA Caddie Related Rules

1.       Rule 14-2b states that in “making a stroke,” a player shall not allow his caddie to position himself on or close to an extension of the line of play or the line of putt behind the ball.  A caddie may position himself in this manner before the player commits to beginning his swing but must move away once the player is set to begin his swing.  Failure to do so will result in a two-stroke penalty.

2.       Rule 8-2b states that when a player's ball is on the putting green, the player or his caddie may before, but not during, the stroke, point out a line for putting, but in doing so the putting green shall not be touched.  No mark shall be placed anywhere to indicate a line for putting.  Violation of this rule will result in a two-stroke penalty.

3.       Rule 17-3 states that the player's ball shall not strike the flagstick or attendant when the flagstick is attended or the flagstick is in the hole, unattended, or when the ball has been played from the putting green.  Should this occur, the player is assessed a two-stroke penalty, and the ball is played as it lies.

4.       Rule 8-1 states that a caddie is one who carries or handles a player's clubs during play and otherwise assists him in accordance with the rules.  A player may only have one caddie at any given time.  A caddie may be replaced or eliminated at any time by the player.  No other person may offer advice or help to a player other than his caddie.

Always remember that a rules violation by the caddie is the same as if the player violated the rule.  A caddie must be aware of the rules and assist his player in accordance with the rules.   Rules officials are in place throughout the course to help players when needed.

Future Champions Golf takes pride in creating the most positive, relaxed and enjoyable experience for all players, parents and spectators.  In order to continue this we ask for your help in making sure you adhere to the Code of Conduct policy.  All players will be responsible and held accountable for their actions on the course.

FCG will not tolerate poor behavior at the host facility. All participants are expected to carry themselves as ladies and gentlemen at all times. The following actions constitutes a violation

- Unsportsmanlike conduct, including abusive language, cheating, club throwing, disrespect to volunteers, officials or fellow competitors, or abuse of golf course property

- Not adhering to the dress code at the host golf course

- Use or association with drugs, alcohol, or smoking or chewing tobacco products

- Failure to treat host golf course with respect by not replacing ball marks, not picking up trash, raking bunkers, and caring for the course 

- Physical abuse, threat of physical abuse, verbal abuse, slander or libel towards other players, parents or FCG staff

Code of conduct violation penalties

FCG Tournament Committee may assess any or all of the following penalties based on the severity of the violation(s).  On course warning may be skiped and player can be penalized for first offense

-       Issue a one stroke penalty for breach of conduct

-       Disqualify the player from the tournament at which the violation occurs, or

-       Depending on the severity of the violation, a tournament disqualification may also result in disqualification from the next tournament(s) for which a player has been accepted.

-       FCG reserves the right to revoke any players membership to our if deemed appropriate

FCG believes scoring is the responsibility of both the contestant and score keeper. It is every player responsibility to protect the field. If there is an issue where the score keeper has knowingly signed for the wrong score for a player without correcting the mistake at the scorers’ table both players will be subject to disqualification and suspension from the next FCG event. Multiple scoring issues with players or score keepers will not be tolerated.

JWD- Any player withdrawing before the start of the event but after our cancellation deadline will be listed as JWD.  These players are not reported or included in any results to ranking systems.

WD- Any player withdrawing after completion and posted score of round 1 but before the start of subsequent rounds for medical reasons.   All WD’s are included in results and reported to all ranking systems.  Two WD’s within a 6 month period will result in a 6 month suspension from FCG Tour.

NC- Any player quitting mid round for any reason will be listed as a no card.  All NC’s are included in results and reported to all ranking systems.  Two NC’s within a 6 month period will result in a 6 month suspension from FCG Tour.

DQ- Disqualification includes but not limited to:

  • Any players missing tee time without proper notification
  • Any player finishing the round and refusal to sign scorecard
  • Code of conduct and rules violation

All DQ’s are included in results and reported to all ranking systems.  Two DQ’s within a 6 month period will result in a 6 month suspension from FCG Tour.

All suspensions are reviewed before by FCG Tour. All players and parents will be notified of suspension of membership and playing privileges.  Any players suspended within the year will no longer be eligible to compete in the following events: FCG Invitationals, FCG International, FCG Callaway World Championship & FCG National Championship.

You may begin booking your practice rounds on July 1st at your golf course.  Practice rounds are not included.  Please contact your course directly for best times and rates availible for junior as cost varies on days and times.  Reminder courses are on summer schedules so you will need to contact them in the morning best before 11am before pro shop closes

BALL AT REST MOVED
Ball Moved During Search – No penalty for accidentally moving your ball during search. 
Ball Moved on Putting Green – No penalty for accidentally moving your ball or ball-marker on the putting green. 
Determining Why a Ball Moved – New standard to determine if you caused your ball to move.   


BALL IN MOTION DEFLECTED 
Ball in Motion Accidentally Deflected – No penalty if your ball in motion is accidentally deflected by you, your equipment, or your caddie.  


TAKING RELIEF 
Measuring the Size of the Relief Area Where a Ball Must Be Dropped and Played – Your relief area for dropping a ball will be a fixed size of either one or two club-lengths using the longest club in your bag, other than your putter. 
New Procedure for Dropping a Ball – Your ball must be let go from knee height and fall through the air without touching any part of your body or equipment. 
Where a Dropped Ball Must Come to Rest – Your ball must come to rest in the relief area where it was dropped, or else it must be redropped. 
Procedure for Taking Lateral Relief – In taking lateral relief, you will drop within two club-lengths of where your ball entered the penalty area. The size of a club-length will always be measured using the longest club in your bag, other than your putter. 

Procedure for Taking Back-on-the-Line Relief – One of your options for relief from either a red or yellow penalty area will be called back-on-the-line relief. 

Relief for Abnormal Course Conditions is allowed anywhere on the Course EXCEPT in Penalty Areas.  Abnormal Course Conditions include Immovable Obstructions, Temporary Water, Ground Under Repair, Burrowing Animal Holes or Mounds, and Dangerous Animal Conditions - Relief is provided under Rule 16.1a. - 16.1c. 


PUTTING GREEN 
When to Replace a Ball That Moves on Putting Green –  After your ball has been lifted and replaced, you would always replace your ball on its original spot, even if it was blown by the wind or moved for no clear reason. 
Repairing Damage on the Putting Green – Repair of almost any damage allowed on the putting green (including spike marks and animal damage). 

Touching Line of Play on Putting Green – No penalty for touching your line of play on the putting green so long as doing so does not improve the conditions for your stroke. 

Ball Played from Green Hits Unattended Flagstick in Hole – No penalty if your ball played from the putting green (or anywhere else) hits the unattended flagstick in the hole.  

Practice Putting - FCG doesn’t allow practice putting during the tournament round after you have holed out. There is a 2 shot penalty for every breach of this rule.  Disqualification may be an option for multiple breaches.


PENALTY AREAS & BUNKERS 
Touching Loose Impediments or Ground in Penalty Area –  No penalty for moving loose impediments, touching the ground, or grounding your club in a penalty area. 
Moving or Touching Loose Impediments or Touching Sand in Bunker –  Relaxed Rules relating to loose impediments and touching the ground in a bunker. 
Unplayable Ball in Bunker – Relief allowed outside a bunker for an unplayable ball for two penalty strokes.  


EQUIPMENT 
Use of Clubs Damaged During Round –  A club damaged during a round can continue to be used, even if you damaged it in anger. 

Adding or Replacing Damaged Club During Round – You will not be allowed to replace a damaged club during a round if you were responsible for the damage. 

Use of Distance-Measuring Devices – The use of DMDs will be allowed.  Devices can’t be a cell phone or have the ability to measure slope


PLAYING A BALL 
Caddie Standing Behind Player to Help Line Up –  A caddie is not allowed to stand on a line behind you while you are taking your stance and until your stroke is made.

When playing a second ball for rules question: Before hitting either ball, the player must announce which ball will count if the Rules allow the procedure used for that ball. 
Caddie Lifting Ball on Putting Green – Your caddie may lift and replace your ball on the putting green without your specific authorization to do so. 

Double Hitting Golf Ball – If your club accidentally strikes your ball more than once during a stroke, there will be no penalty and your ball will be played as it lies.


PACE OF PLAY 
Prompt Pace of Play –  Always play “ready golf” and make each stroke in no more than 40 seconds.  First 1-2 players that putt out are to head to the next tee to tee off.  Your group may be put on the clock at any time if you fall behind and once on the clock you will remain in the clock until end of round. 

Search time for in lost ball is limited to 3mins max then the ball is determined to be lost and no longer in play


PLAYER BEHAVIOR 
Expected Standards of Player Conduct –  The proposed new Rules speak to the high standards of conduct expected from players.  Committees are given authority to adopt their own code of player conduct and to set penalties for breaches of that code ranging from 1 stroke penalty to disqualification without previous warning.


NEW LOCAL RULE
Local Rule: Alternative to Stroke and Distance –  Local Rule NOT ALLOWED - any local rule allowing a player to drop a ball under a 2-stroke penalty for a ball out of bounds or lost outside of a penalty area, will NOT BE ALLOWED.

Use of all drop zones allowed / All drainage ditches not marked as hazard are free drops / Waters edge or cement barrier are hazard when stakes or red lines aren’t available.

 

 

 

 

Spectating at this event is WALKING ONLY.  All of the golf carts at each location will be in use for the players competing and for the caddies for the 14 and under divisions.  This means there is simply no other carts available for rent as our staff will occupy the only other carts on site at each location.  

*** We encourage those who want to spectate to watch the first 9-holes only while it is not too warm.  

Spectators should bring bottle water and find shade under trees while on the golf course.

FCG SPECTATOR RULES
Parents/spectators will need to stay on cart paths. In the absence of cart paths, we ask that parents/spectators stay in the rough. Please stay off fairways, tees, and greens. Parents/spectators may not interact with participants and should remain at least 50 yards away from the competitors they are following. We recommend that all spectators/parents stay one shot ahead of the group they are watching. This allows spectators to follow errant shots and help identify where the golf ball comes to rest. Parents/spectators should not interfere with any group advancing from behind, nor should they converse with any competitor.

Parents/spectators CAN do the following:
 • Walk on the cart path and watch your child play golf
 • Carry an umbrella, food, drink, medicine, etc... for your child. If the competitor needs any of the following these can be obtained BETWEEN play of holes, not during play.
 • Forecaddie and help your child and other players search for a golf ball

The following actions are UNACCEPTABLE from a parent/spectator:
 • Verbally abusing or belittling players for any reason
 • Yelling and/or cursing at players/officials/golf course staff
 • Hand signals/gestures (These are considered advice!)
 • Interfering with players/officials/golf course staff while in the scoring area
 • Giving rulings to juniors on the golf course (too often the information is incorrect)
 • Interfering with any player’s opportunity to compete fairly and fun while playing the game of golf
 

Weather Policy
Only extreme weather related conditions will delay or suspend play, including but not limited to the safety of the player or the condition of the golf course.

-Every attempt will be made to complete the Tournament in its Entirety.  Should inclement weather delay and/or postpone the first round of play, 36 or 54 holes may be completed on any part of day one and resume and/or conclude on day two.
-Discontinuation and resumption of play will be handled under USGA Rule 6-8.

-If play is delayed on day one, all players should remain on property of the host facility.  Every effort will be made to resume play on day one.  When play is deemed capable, and if play has not commenced, a shotgun format can be utilized.  If play has commenced, competitors on the golf course will return to the spot that they left when play was stopped.  Groups that have not commenced can be placed on the golf course in a reverse shotgun format starting with hole 18 and progressing backwards through the back nine.

-Players will be given an appropriate amount of time to prepare for play to begin.

-If All holes cannot be completed, at least 18 holes will be counted to determine the outcome.

-There are no refunds if weather should shorten the event
