FCG Pac Northwest Invitational at OSU - Notes - Multiple | Future Champs

Player Skill Level Agreement 

Please note this is a high skill level event.  Players attending should only do so with notice that if you are deemed not be at the required skill level of this event then you may be pulled from the tournament without refund. 

What is required skill level?:  Players should be consistantly scoring in the 80's or lower on a regulation par 72 course from the appropiate yardages of your age group.

Any player scoring 100 and over (50 and over for 9 hole) during any round will be cut and removed from event and will not be allowed to participate in the rest of the event.

FCG Tour is sensitive to players having an off day which happens to everyone in golf however skill level and off days are notably different. All qualifiers or invites all players must adhere to Skill Level Agreement

Cancellation Fee- $25 before 10 days prior to start of the event. There will be no refund inside of 10 days. To send your cancellation request please email antrone@futurechampionsgolf.com

FCG believes scoring is the responsibility of both the contestant and score keeper. It is every player responsibility to protect the field. If there is an issue where the score keeper has knowingly signed for the wrong score for a player without correcting the mistake at the scorers’ table both players will be subject to disqualification and suspension from the next FCG event. Multiple scoring issues with players or score keepers will not be tolerated.

Effective Immediately July 18th, 2020

JWD- Any player withdrawing before the start of the event but after our cancellation deadline will be listed as JWD.  These players are not reported or included in any results to ranking systems.

WD- Any player withdrawing after completion and posted score of round 1 but before the start of subsequent rounds for medical reasons.   All WD’s are included in results and reported to all ranking systems.  Two WD’s within a 6 month period will result in a 6 month suspension from FCG Tour.

NC- Any player quitting mid round for any reason will be listed as a no card.  All NC’s are included in results and reported to all ranking systems.  Two NC’s within a 6 month period will result in a 6 month suspension from FCG Tour.

DQ- Disqualification includes but not limited to:

  • Any players missing tee time without proper notification
  • Any player finishing the round and refusal to sign scorecard
  • Code of conduct and rules violation

All DQ’s are included in results and reported to all ranking systems.  Two DQ’s within a 6 month period will result in a 6 month suspension from FCG Tour.

All suspensions are reviewed before by FCG Tour. All players and parents will be notified of suspension of membership and playing privileges.  Any players suspended within the year will no longer be eligible to compete in the following events: FCG Invitationals, FCG International, FCG Callaway World Championship & FCG National Championship.

Everyone will start a new as of July 18, 2020.  Any WD’s, DQ’s and NC’s prior to this date will not count in your six month period.

BALL AT REST MOVED
Ball Moved During Search – No penalty for accidentally moving your ball during search. 
Ball Moved on Putting Green – No penalty for accidentally moving your ball or ball-marker on the putting green. 
Determining Why a Ball Moved – New standard to determine if you caused your ball to move.   


BALL IN MOTION DEFLECTED 
Ball in Motion Accidentally Deflected – No penalty if your ball in motion is accidentally deflected by you, your equipment, or your caddie.  


TAKING RELIEF 
Measuring the Size of the Relief Area Where a Ball Must Be Dropped and Played – Your relief area for dropping a ball will be a fixed size of either one or two club-lengths using the longest club in your bag, other than your putter. 
New Procedure for Dropping a Ball – Your ball must be let go from knee height and fall through the air without touching any part of your body or equipment. 
Where a Dropped Ball Must Come to Rest – Your ball must come to rest in the relief area where it was dropped, or else it must be redropped. 
Procedure for Taking Lateral Relief – In taking lateral relief, you will drop within two club-lengths of where your ball entered the penalty area. The size of a club-length will always be measured using the longest club in your bag, other than your putter. 

Procedure for Taking Back-on-the-Line Relief – One of your options for relief from either a red or yellow penalty area will be called back-on-the-line relief. 

Relief for Abnormal Course Conditions is allowed anywhere on the Course EXCEPT in Penalty Areas.  Abnormal Course Conditions include Immovable Obstructions, Temporary Water, Ground Under Repair, Burrowing Animal Holes or Mounds, and Dangerous Animal Conditions - Relief is provided under Rule 16.1a. - 16.1c. 


PUTTING GREEN 
When to Replace a Ball That Moves on Putting Green –  After your ball has been lifted and replaced, you would always replace your ball on its original spot, even if it was blown by the wind or moved for no clear reason. 
Repairing Damage on the Putting Green – Repair of almost any damage allowed on the putting green (including spike marks and animal damage). 

Touching Line of Play on Putting Green – No penalty for touching your line of play on the putting green so long as doing so does not improve the conditions for your stroke. 

Ball Played from Green Hits Unattended Flagstick in Hole – No penalty if your ball played from the putting green (or anywhere else) hits the unattended flagstick in the hole.  

Practice Putting - FCG doesn’t allow practice putting during the tournament round after you have holed out. There is a 2 shot penalty for every breach of this rule.  Disqualification may be an option for multiple breaches.


PENALTY AREAS & BUNKERS 
Touching Loose Impediments or Ground in Penalty Area –  No penalty for moving loose impediments, touching the ground, or grounding your club in a penalty area. 
Moving or Touching Loose Impediments or Touching Sand in Bunker –  Relaxed Rules relating to loose impediments and touching the ground in a bunker. 
Unplayable Ball in Bunker – Relief allowed outside a bunker for an unplayable ball for two penalty strokes.  


EQUIPMENT 
Use of Clubs Damaged During Round –  A club damaged during a round can continue to be used, even if you damaged it in anger. 

Adding or Replacing Damaged Club During Round – You will not be allowed to replace a damaged club during a round if you were responsible for the damage. 

Use of Distance-Measuring Devices – The use of DMDs will be allowed.  Devices can’t be a cell phone or have the ability to measure slope

Electric push or pull carts are not allowed on FCG Tour when players are walking without caddies.  Exceptions may be allowed when players have caddies and the option of riding in a golf cart.


PLAYING A BALL 
Caddie Standing Behind Player to Help Line Up –  A caddie is not allowed to stand on a line behind you while you are taking your stance and until your stroke is made.

When playing a second ball for rules question: Before hitting either ball, the player must announce which ball will count if the Rules allow the procedure used for that ball. 
Caddie Lifting Ball on Putting Green – Your caddie may lift and replace your ball on the putting green without your specific authorization to do so. 

Double Hitting Golf Ball – If your club accidentally strikes your ball more than once during a stroke, there will be no penalty and your ball will be played as it lies.


PACE OF PLAY 
Prompt Pace of Play –  Always play “ready golf” and make each stroke in no more than 40 seconds.  First 1-2 players that putt out are to head to the next tee to tee off.  Your group may be put on the clock at any time if you fall behind and once on the clock you will remain in the clock until end of round. 

Search time for in lost ball is limited to 3mins max then the ball is determined to be lost and no longer in play


PLAYER BEHAVIOR 
Expected Standards of Player Conduct –  The proposed new Rules speak to the high standards of conduct expected from players.  Committees are given authority to adopt their own code of player conduct and to set penalties for breaches of that code ranging from 1 stroke penalty to disqualification without previous warning.


NEW LOCAL RULE
Local Rule: Alternative to Stroke and Distance –  Local Rule NOT ALLOWED - any local rule allowing a player to drop a ball under a 2-stroke penalty for a ball out of bounds or lost outside of a penalty area, will NOT BE ALLOWED.

Use of all drop zones allowed / All drainage ditches not marked as hazard are free drops / Waters edge or cement barrier are hazard when stakes or red lines aren’t available.

RULE 3-3: DOUBT AS TO PROCEDURE:

If you are unsure of a rules situation and a Rules Official is not present then precede under Rule 3-3 and play a 2nd ball.

PLAY COURSE AS MARKED AND YOU MAY USE ALL DROP AREAS PROVIDED BY THE GOLF COURSE  – TAKE YOUR DROP 2 CLUBS FROM WHERE YOUR BALL LAST CROSSED INTO THESE AREAS - 1-stroke penalty
OUT OF BOUNDS: Defined by inside points, at ground level, of white stakes, lines, and perimeter fences and posts.
GROUND UNDER REPAIR: Any area marked with a white line is ground under repair and you may take relief. Nearest point of relief and one-club length
MAINTENANCE ROADS: All maintenance roads are considered obstructions, which you are entitled to free relief, no closer to the hole.
-          RANGE FINDERS ARE ALLOWED IN FCG COMPETITIONS (DEVICE CANNOT MEASURE SLOPE)
- NO CADDIES ALLOWED FOR ALL PLAYERS 11 AND UP– 10 and Under may take carts! Tournament staff may shuttle players on long walks.
-          Please utilize all drop areas which are provided by golf course but these are also not mandatory.
PACE OF PLAY POLICY
Rule 6-7 states, in part: “The Player shall play without undue delay and in the accordance with the pace of play guidelines which may be laid down by the committee, “and thereafter prescribes penalties for slow play. In order to prevent such a penalty, we suggest that you review carefully the following guidelines.

Allotted Time
Groups will be required to play at no more than the allotted time published for the event. The allotted time for each course will be determined prior to each event and posted in a prominent location at the tournament site, and will be noted on your official scorecard.

Par 3: 13 Minutes / Par 4: 15 Minutes / Par 5: 17 Minutes which includes walking between Holes.

If you are “Out of Position” you will need to do your best to catch back up in to position. A Group that is “Out of Position” will be timed. The first player to hit has 60 seconds to play the shot. Each player after has 40 seconds.

1st Offense: Warning / 2nd Offense: 1-Stroke Penalty / 3rd Offense: 2-Stroke Penalty / 4th Offense: Disqualification

CLOCKS WILL BE POSITIONED ON THE TEE BOX ON HOLE 4 AND HOLE 8 ON BOTH SIDES.
THESE CLOCKS ARE TO BE USED AS A WARNING/ NOTIFICATION OF YOUR PACE OF PLAY.
YOUR SCORECARD HAS THE TIME LISTED OF WHERE YOU SHOULD BE IN YOUR ROUND.
Definition of “Out of Position”
The first group to start will be considered out of position if, at any time during the round, the group is behind their allotted time.
Any following group will be considered out of position if it (a) is taking more than the allotted time to play and (b) reaches the tee of a par 3 hole and the hole is clear, fails to clear the tee of a par 4 hole before the preceding group clears the putting green or arrives at the teeing ground of a par 5 hole when the preceding group is on the putting green. Both (a) and (b) must apply for a group to be out of position.
Timing
A group may be monitored or timed for compliance with this pace of play guideline if it is “out of position.” When a group is “out of position” a player in the group is expected to play any stroke within 40 seconds. The first player to hit in each group has 60 seconds.Other than on the putting green, the timing of a player’s stroke will begin when he has had a reasonable opportunity to reach his ball, it is his turn to play and he can play without interference or distraction. Time spent determining yardage will count as part of the time taken for the next stroke. On the putting green, timing will begin after a player has been allowed a reasonable amount of time to lift, clean and replace his ball, repair his ball mark and other ball marks on his line of putt and remove loose impediments on his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke.
NOTE: The Committee reserves the right, at any time, to time a group when the Committee deems it necessary. Players should also be aware that the Committee may assess a “bad time” to a player in a group which is out of position if the player makes no effort to help his group get back in position. An example of this would be a player who unduly delays play between shots.
SPECTATOR POLICY
Please stay on the cart paths when possible and 50 yards from players. Talking to players will be considered as advice and that is not allowed in tournament play at any level.

Parents/spectators CAN do the following:
 • Walk on the cart path and watch your child play golf
 • Carry an umbrella, food, drink, medicine, etc... for your child. If the competitor needs any of the following these can be obtained BETWEEN play of holes, not during play.
 • Forecaddie and help your child and other players search for golf ball

The following actions are UNACCEPTABLE from a parent/spectator:
 • Verbally abusing or belittling players for any reason
 • Yelling and/or cursing at players/officials/golf course staff
 • Hand signals/gestures (These are considered advice!)
 • Interfering with players/officials/golf course staff while in the scoring area
 • Giving rulings to juniors on the golf course (too often the information is incorrect)
 • Interfering with any player’s opportunity to compete fairly and fun while playing the game of golf
RESULT OF THE COMPETITION:
When all scores have been posted on the Official Scoreboard and approved by the Committee, the result of the Competition is deemed to have been officially announced-

Weather Policy
Only extreme weather related conditions will delay or suspend play, including but not limited to the safety of the player or the condition of the golf course.

-Every attempt will be made to complete the Tournament in its Entirety.  Should inclement weather delay and/or postpone the first round of play, 36 or 54 holes may be completed on any part of day one and resume and/or conclude on day two.
-Discontinuation and resumption of play will be handled under USGA Rule 6-8.

-If play is delayed on day one, all players should remain on property of the host facility.  Every effort will be made to resume play on day one.  When play is deemed capable, and if play has not commenced, a shotgun format can be utilized.  If play has commenced, competitors on the golf course will return to the spot that they left when play was stopped.  Groups that have not commenced can be placed on the golf course in a reverse shotgun format starting with hole 18 and progressing backwards through the back nine.

-Players will be given an appropriate amount of time to prepare for play to begin.

-If All holes cannot be completed, at least 18 holes will be counted to determine the outcome.

-There are no refunds if weather should shorten the event
